Internet Blackout in Jammu and Kashmir: A Pattern of Repression

The suspension of internet services in Doda, a district in Jammu and Kashmir, for three consecutive days following a man’s death in police firing has raised concerns about the Indian government’s handling of dissent. This incident is part of a larger pattern of internet shutdowns in the region, which have become a tool of choice for authorities to suppress public unrest.

Internet services were suspended in Doda on July 18 after a protest against alleged police firing turned violent. Authorities cited security concerns and the need to prevent the spread of misinformation as reasons for the shutdown. However, critics argue that this blanket ban on internet access is an overreach of government authority and an infringement on citizens’ fundamental rights.

The Indian government has justified frequent internet shutdowns by citing security concerns and the need to maintain law and order. Human rights activists counter that these measures often result in disproportionate harm to marginalized communities who rely heavily on mobile connectivity for their livelihoods.

Doda is not an isolated case. Internet services have been suspended multiple times in Kashmir since 2019, particularly during periods of heightened unrest. The longest shutdown occurred from August 5 to November 8, 2020, when India scrapped Article 370, which granted special status to Jammu and Kashmir. This was followed by a series of targeted shutdowns aimed at disrupting protests against the government’s actions.

The Indian government’s reliance on internet shutdowns has been criticized globally for undermining democratic values and stifling free speech. In 2020, the United Nations High Commissioner for Human Rights expressed concern over India’s use of internet shutdowns as a means to silence dissenting voices. The UN Special Rapporteur on Freedom of Expression also condemned these measures as “a blatant attempt by governments to control information.”

The latest incident in Doda has sparked concerns about the government’s intentions and its willingness to trample fundamental rights under the guise of maintaining order. As the internet shutdown enters its fourth day, it remains unclear whether authorities will restore connectivity or prolong this restriction.

India’s frequent use of internet shutdowns raises questions about the country’s commitment to democratic principles and human rights. This phenomenon is not unique to Jammu and Kashmir; similar measures have been observed in other parts of India with little consequence for those responsible.

India’s Supreme Court has repeatedly ruled that internet shutdowns must be a last resort and cannot infringe upon fundamental rights guaranteed by the Constitution. However, these judgments are rarely enforced, leaving room for authorities to justify such restrictions under the guise of maintaining law and order.

The international community must continue to scrutinize India’s actions on this front as the world watches how the Indian government balances its desire to maintain control with the fundamental right to freedom of expression.
